Oregon was settled by pioneers from eastern and midwestern states, who traveled to the area via the Oregon Trail, often riding in covered wagons. A covered wagon is prominently featured on the state seal.

When settlers encountered a river and there were no bridges or ferries nearby, they would have to ford the river in their wagons or float the wagons across the river—both risky, but such risks had to be taken if the travelers were to have any chance of reaching Oregon. The form also references the form of the top of the new emblem.
